Are archives accessible, well, yes and no. It depends. You either need permission from the man himself if he is alive, or he needs to have been dead for at least 20 years. If none of these are applicable, you have to be related to the man in question to be able to access the records. If none of these apply to you, you'll have to wait it out. Bonne chance!
